Smart Approaches to Marijuana (SAM), is an Alexandria, Virginia-based coalition that was organized in January 2013. SAM was created at the time to prevent the recent surge of marijuana legalization and decriminalization laws from creating another industry like “big tobacco”.

The founders of SAM claim bipartisan support from lawmakers, law enforcement officials, doctors, health educators, and other concerned citizens who wish to find a middle ground between legalization and incarceration of and for marijuana’s use.

Smart Approaches to Marijuana has received much publicity and media coverage since its launch, attracting high-profile followers, such as former US President Jimmy Carter, and detractors alike. It has not supported any legalization effort since it began and does not condone the possession or use of marijuana. It instead aims to rehabilitate users as opposed to just punishing them.

Smart Approaches to Marijuana acknowledges the ineffectiveness of the War on Drugs, but does not necessarily advise that law enforcement cease any pursuit of drug-related arrests. Instead, Smart Approaches to Marijuana only aims to mitigate the ensuing punishment.

In 2017, SAM was fined for campaign finance violations in regard to its 2016 campaign activities lobbying against California’s Proposition 64.
